The House plans to act on important business, or does it?

capitolImportant business remaining for the 113th Congress includes:

  • Legislation to avoid another government shutdown.
  • Addressing expiring tax breaks.
  • Appropriation to combat ISIS
  • Appropriation to combat Ebola.
  • Supplemental appropriation for INS.
  • Taxation of internet.

Except for

  • Possible consideration of the FY2015 National Defense Authorization Act
  • Possible consideration of legislation related to expired tax provision

the House schedule for the week of Dec. 1 doesn’t seem to reflect national priorities. Legislation considered under suspension of the rules is generally non-controversial; a super-majority is needed for passage. The House will be marking time while struggle goes on in backrooms.

  • 11)H. Res. 714– Reaffirming the peaceful and collaborative resolution of maritime and jurisdictional disputes in the South China Sea and the East China Sea as provided for by universally recognized principles of international law, and reaffirming the strong support of the United States Government for freedom of navigation and other internationally lawful uses of sea and airspace in the Asia-Pacific region, as amended(Sponsored by Del. • Possible consideration of H.R. 647 – ABLE Act of 2014

The ABLE Act with 380 cosponsors should pass easily if voted on–why it is held back is a mystery. Perhaps House misleaders plan to attach a nasty amendment at the last minute to embarrass the Senate.
